Government deployment

Deploy EDIS across your institution

EDIS is deployed in stages. An institution can begin with a single analyst and grow to a national platform without changing tools, retraining its staff on something else or rebuilding its data integrations. Each stage adds users, models, countries, data and governance — the analytical infrastructure underneath stays the same.

The adoption path

Start where you are, expand when it earns it

Institutions rarely begin with a national platform, and they should not have to. The progression below is the normal route: one analyst, then a team, then a ministry, then a government estate.

  1. 01
IndividualOne economist on EDIS Professional, working on published and registered data. No procurement, no configuration. Individual plans →
  2. 02
Analytical teamA unit on EDIS Team: shared workspaces, saved scenarios, a common set of models and an audit trail across the team. Institutional plans →
  3. 03
MinistryOne ministry on its own configuration: its sector models, its data, its users and roles, its reporting lines. Ministry deployment →
  4. 04
Government enterpriseSeveral institutions — finance, planning, the sector ministries, the statistics office — on one governed estate. Government enterprise →
  5. 05
National platformThe national analytical infrastructure: whole-of-government access, the national data warehouse connection and national dashboards. National platform →

Deployment tiers

What each tier contains

Every tier is licensed as a configured estate rather than as a number of logins: what is licensed is the model set, the country configuration, the data integration and the governance around them.

Tier 01

Ministry deployment

One ministry, its models, its data and its users. The sector model estate it needs, linked to the macro-fiscal frame and the budget rather than standing alone.

  • Institutional workspace with roles and an audit trail
  • The ministry’s sector models, calibrated to national data
  • MTEF and budget linkage, so plans are costed against the envelope
  • Analyst onboarding and certification
  • Institutional API within the licence

Tier 02

Government enterprise

Several institutions on one governed estate, so that finance, planning and the sector ministries argue from the same numbers instead of reconciling spreadsheets.

  • Multiple institutions, each with its own workspace and permissions
  • Shared national datasets under a single data-governance agreement
  • Cross-institution workflows: envelope, ceilings, sector plans, appraisal
  • Administrator training and a named support team
  • Integration with existing government systems

Tier 03

National platform

The national analytical infrastructure: the full model estate configured for the country, whole-of-government access and the national data warehouse connection.

  • The full model estate, calibrated and maintained for the country
  • Whole-of-government access with national role management
  • National data warehouse and statistics-system integration
  • National dashboards and published indicator services
  • Annual model review against new data and new policy

Country configuration

EDIS is configured to a country, not pointed at one

A deployment is not a login to a generic model. The models are calibrated to the country’s own accounts, its own survey data, its own administrative registers and its own planning documents, and every result then carries that provenance.

Configuration covers the national data a country already holds; where a dataset does not exist, EDIS states the gap rather than filling it with an assumption.

What a country configuration contains Data and provenance

Configured for each country

  • National accounts, the macro-fiscal frame and the budget classification
  • Social accounting matrix and input–output structure
  • Household survey data for distributional analysis
  • Sector registers: facilities, schools, networks, generation, land
  • Unit costs and service norms
  • Spatial layers: population, settlements, infrastructure, hazard
  • Public investment pipeline and appraisal parameters
  • Climate and demographic projections
Implementation

From contract to live deployment

Implementation is scoped and priced separately from the subscription, because what it costs depends on the country’s data, the institutions involved and the model estate being stood up.

01Scoping Institutions, questions, model estate, data inventory, users and the governance that has to hold the deployment together.
02Country configuration Country setup, model calibration to national accounts and parameters, baseline validation against published outturns.
03Data integration National datasets mapped, loaded and versioned under the institution’s own data governance, with gaps recorded.
04Institutional setup Workspaces, users, roles, approval routes, retention and audit, matched to how the institution actually works.
05Integration APIs and connections to the systems the institution already runs, where those systems can expose the data.
06Training and certification Analysts trained on the models they will run and certified against the Academy register; administrators trained on the estate.
07Testing and acceptance Workflows run end to end on the institution’s own questions, with results reviewed before acceptance.
08Operation and review The institution runs its own analysis, with support, model updates and an annual review against new data and new policy.

Integration

EDIS joins the systems you already run

A deployment is only useful if it reads the institution’s real data and writes back into the processes that use it. EDIS exposes governed APIs for indicators, scenarios, runs and reports, and reads from the systems that can publish data to it.

  • Governed REST API for indicators, scenarios, runs and report retrieval
  • Budget and public financial management systems, where they expose data
  • Statistics-office data services and national data warehouses
  • Sector management information systems and administrative registers
  • GIS services and spatial data infrastructure
  • Identity and access management for institutional sign-in

What stays under your control

  • Your data stays in your organisation’s scope, with cross-organisation isolation
  • Role-based access, approval routes and a full audit trail
  • Configurable retention and export controls
  • No private dataset is exposed through the public site or the demonstration
  • Model versions are pinned, so a published result can be reproduced

Security and governance

Development partners

Partner with EDIS to build national decision intelligence

A deployment can be financed by a development partner, by the government, or shared between a donor, the government and EDIS. Partner-supported deployments are scoped with the partner and the beneficiary institution together.

Donor support is best used to establish the infrastructure and the institutional capacity — country configuration, data integration, model development and certified analysts — so that the government can carry the platform afterwards. The funding model is designed to end in government ownership, not in permanent donor dependence.

What partner support typically funds

  • Country deployment and configuration
  • Model development for national priorities
  • Data infrastructure and integration
  • Institutional capacity building and certification
  • Climate, fiscal and sector planning workstreams
  • Public investment systems and poverty analysis
Next step

Start with one question your institution has to answer

A demonstration is run on your question, in your country, with the limitations stated. National models are not offered on an unrestricted free trial; a sandbox demonstration on sample data is.
