EDIS country platforms

One platform, configured country by country

EDIS is designed for 52 African economies. A country platform is a configured instance: the models calibrated to that country’s accounts, its own data loaded and versioned, its institutions and users provisioned, and every result traceable to the dataset and model version that produced it.

What a country platform holds

Eight national data layers behind every answer

A configured country is the sum of these layers. Each is versioned, each carries its source and its year, and each is visible in the provenance record of any result that uses it.

Layer 01

Macroeconomic data

National accounts, prices, external sector, employment and the baseline the macro-fiscal framework is estimated on.

Layer 02

Fiscal data

Revenue, expenditure, debt, the budget classification and the medium-term fiscal framework the envelope is built from.

Layer 03

Sector data

Facility, school, network, generation and land registers, with the service norms and unit costs that turn plans into money.

Layer 04

Household data

Survey microdata for poverty, distribution and incidence analysis, and for calibrating the microsimulation.

Layer 05

GIS data

Population, settlements, roads, facilities, grids, catchments, hazard and project locations for spatial analysis and siting.

Layer 06

Climate data

Climate projections, hazard exposure and the parameters behind adaptation, mitigation and climate fiscal risk work.

Layer 07

Investment data

The public investment pipeline, project parameters and the appraisal conventions the country applies.

Layer 08

Budget data

Allocations, execution and outputs, so that what was budgeted can be compared with what was delivered.

Calibration

Models calibrated to the country, not borrowed from one

Calibration ties the model estate to the country’s own statistics: the social accounting matrix and input–output structure, the fiscal accounts, the demographic projections, the sector registers and the survey data. The baseline is then validated against published outturns before any scenario is run.

Where a required dataset does not exist, EDIS records the gap and reports the limitation with the result. A missing register is stated, not imputed and presented as evidence.

Figures in the public demonstration are illustrative and are labelled as demonstration data. A country is described as deployed only where that deployment is documented.

How a country starts

From a first question to a national configuration

01Demonstration EDIS run on one of the country’s own policy questions, with the model chain and the limitations shown.
02Data inventory What national data exists, who holds it, what it covers and where the gaps are.
03Configuration Models calibrated, data loaded and versioned, institutions and users provisioned.
04Capability Analysts trained and certified, the institution running its own analysis with support and an annual model review.
