About EDIS

Why EDIS exists

African governments make consequential allocation decisions continuously and under time pressure. The evidence needed for those decisions usually exists somewhere — in a survey, a budget, a facility register, a model, a map — but it is rarely assembled in time, on a consistent basis, in a form that can be defended afterwards.

EDIS exists to close that gap. It is built on the premise that the constraint is not a shortage of data or of models, but the absence of a system that connects them to the question actually being asked, at the moment it is being asked.

What EDIS is not

It is not a chatbot with opinions about policy. It is not a dashboard of indicators. It is not a replacement for national statistical or administrative systems. And it is not a system in which a language model produces a number.

The AI layer understands, routes, orchestrates, explains and reports. The EDIS analytical layer calculates, simulates, optimizes, forecasts, maps and validates. Keeping those two things apart is the central design decision of the platform.

How decisions stay human

EDIS produces options, costs, expected effects, distributional consequences and risks, each traceable to a model version and a dataset. Choosing between them — weighing what the models cannot price, and accepting responsibility for the choice — remains the work of ministers, boards and officials. The platform is built to make that division visible rather than to blur it.
