What the spatial layer computes
Catchments and coverage
Which population a facility actually serves, and which settlements fall outside every catchment. The basis for a defensible statement about who is unserved.
Travel time surfaces
Time to the nearest functioning facility over the real network, not straight-line distance. Recomputed when a road investment changes the network.
Siting options
Candidate locations ranked by population served, cost, network access and overlap with existing provision, passed to the appraisal system.
Gap analysis
Where demand and provision diverge most, by district and by service, with the standard the gap is measured against stated explicitly.
Investment mapping
Where the pipeline is concentrated, where it is absent, and how a proposed portfolio changes the regional distribution of provision.
Scenario overlays
Model results mapped back onto geography: poverty change by region, access change by district, output change by cropping zone.
Where should the next health centres go?
The Health Agent asks the Health model for the facility requirement, UCSN for what each facility costs to build and to run, GIS for the candidate locations and the population each would serve, and PIAS to rank them within the budget available.
